The Rule of Law Programme in the Kyrgyz Republic - 2nd Phase (ROLPRO 2)

The Programme consists of three components:

Component 1 Legislation improvement and modernisation of the legislative process, working in the following areas:

- Support to the improvement of legislation in the field of administrative law, enforcement proceedings, Free Legal Aid (FLA) and the law regulating the activities of the Bar Association,

- Support to the digitalisation of the legislative drafting procedure, strengthening the legislative drafting framework by elaborating new guidelines and through development of the professional skills of legislative drafting experts,

- Strengthening the involvement of the civil society in the legislative drafting procedure by developing a new digital platform for the public discussion of draft legal acts,

- Support to the further development of the FLA system, including the development of professional skills and raising public awareness,

- Support to the Bar Association of the Kyrgyz Republic, including support to the Training Centre of Attorneys and the Ethics commission,

- Support to the development of the relationship between courts and the media by improving the professional skills of court spokespersons, journalists and judges responsible for public relations,

- Support to the improvement of services delivered to vulnerable groups and their enhanced access to justice,

- Support to Parliament in strengthening its oversight capacity and anti-corruption functions.

Component 2 - Strengthening the professionalism, impartiality, transparency and accountability of the judiciary. The programme operates in the following areas:

- Leverage the use of eJustice, in particular by expanding functionality and use of the Court Management Software “AIS Suda”

- Strengthening the system of bailiffs through the development of professional skills of bailiffs and the introduction of effective information technologies,

- Support to the institutional development of the Constitutional Chamber and the development of professional skills,

- Improve the management and administration capacities of courts

- Increase the capacity of the Supreme court and all the courts on key legal and procedural issues,

- Support to the Council of judges, Council for selection of judges and the Disciplinary Commission to improve the mechanisms for a proper judicial career development,

- Support to the High school of justice, Supreme court and Council of judges to improve planning coordination and delivery of professional training for the judiciary,

- Support to the implementation of the Law on administrative procedures and the Administrative court procedure code through targeted training, legal commentaries and new university curricula.

Component 3- Improvement of performance of the prosecution authorities:

- Capacity building of prosecutors on the protection of human rights at the initial stage of criminal proceedings,

- Support to the Training centre for prosecutors to increase its capacity on planning and managing the training process and on training methodology
